It's a Google product, so Picasa 3 is, of course, a beta, and it probably will be forever (or at least until the Picasa 4 beta comes out). Picasa 3 is, however intended (and ready) for all to use, not just beta testers. Still, if you want to avoid...
With major improvements across the board, and especially in terms of web integration, the free Picasa 3 is now the best PC photography software available for most users - at any price.

Very quick to use, easy to use, 1GB of free storage on the web, editing facilities adequate for most ;
still in beta with some small problems, face recognition is a little so-that-so , only integral to Google's own services and not to Flickr, Facebook etc ;
Recently, however, the beta version of Picasa 3 released for OSX, specifically for Intel - based Macs. Do not have an Intel processor, you can thus not use Picasa 3, at least not yet
