Cant speak for its uses as a photography filter, but as a filmmaker i found the loss of fine detail when using this filter far to noticeable, very soft. Worth spending more in my opinion.

Haven't used this for long exposure photography but it definately works with video DSLR to cut down the light so you can keep your lens's aperture wide open for shallow DOF. I use stepper rings to use it with my smaller lenses.
